At 0145, Engine 3, Ladder 1 and Car 7 were dispatched to an AFA for the Book Bindery Apartments at 150 N. 4th Street. The Book Bindery Apartments is a 6 story building on the Walnut Street side and 3 story building from 4th Street. There are 11 apartments on floors 2, 3, 5, 6, 3rd floor apartments are 2 story eliminating a 4th floor.
Dispatch reported getting the call from Central Station as a water flow alarm, crews arriving reported the panel showing Level 6 smoke detector & Level 6 water flow. As crews were making there way up the steps to the 6th floor, they encountered water flowing down on each floor, crews at the panel were starting to get a deluge of water from the 1st floor Trash Room and received another alarm for the 5th floor.
Arriving on the 6th Floor, crews encountered a strong odor of smoke and upon gaining access to the floor, found a smoke condition the length of the hallway and a small fire extinguished by a sprinkler in the Trash Room. Ladder 1 secured the sectional valve to the sprinkler stopping the deluge of water. R1 was called to the scene to assist with water removal.
The fire involved a baby stroller in a plastic container, the fire and smoke damage was contained to the 8x8 Trash Room. Smoke on the floor vented naturally and did not get into apartments. Eight apartments in the building sustained minor water damage which the residents resolved. Crews cut power to the hallway lights & receptacles on floors 2, 3 and 5, as water was coming through the fixtures. Squeegees off Ladder 1 were used in the hallways of 2 floors.
During the incident, only 4 occupants from the 5th floor evacuated on their own to a lower floor. Most occupants stayed in their apartments, some alerted FD personnel to water conditions. The Fire Marshal was contacted and crews cleared the scene at 0245.
